Περίληψη: This study is based on the final report of a study by The Vienna Institute for International Economic Studies, carried out within the contract ECFIN/169/2007/473194. The final version of this study was received on 13 October 2008. Due to its size, we publish the study in two volumes: Volume I contains the bulk of the report which has been drafted by an expert team of The Vienna Institute for International Economic Studies (wiiw), consisting of Vladimir Gligorov, Anna Iara, Michael Landesmann, Robert Stehrer and Hermine Vidovic.
